In 2010, Infrax, one of two regional grid operators in Flanders, decided to launch public ESCO services aiming at assisting municipalities to implement and finance energy efficiency and renewable energy projects in their municipal buildings.

Energinvest advised Infrax on its strategy and assisted Infrax with the design of multiyear framework agreements with engineering companies and contractors, covering various building techniques (lighting, HVAC, Insulation, PV solar, etc.). The Infrax ESCO service has become one of the leading public ESCOs in Flanders.

• Assistance in the development of the portfolio of Energy Conservation Measures (ECMs) addressed by the public ESCO, including the financial and technical analysis of the selected ECMs.
• Technical assistance for the execution of framework contracts, including technical specifications drafting, selection of contractors, analysis and negotiation of tenders.
