Project description
The City of Leuven started in 2013 a broad scale initiative to become Climate Neutral. The city has stimulated the creation of a non-profit organization, Leuven KlimaatNeutraal (LNK2030), bringing together all the stakeholders of its territory: public and academic institutions, private companies, non-governmental organizations and citizens. The platform acts as a program unit for the development and implementation of the city's climate neutrality plan. The CO2-emission reduction of the buildings in Leuven is an important part of the focus of the plan. Over 60% of the total carbon emission in Leuven comes directly from buildings: family homes, industry, trade and services estates. In this context, and with the support of Energinvest, eleven (11) public and private large buildings owners including Stad Leuven, AGSL, Museum M, OCMW, Health Care Community (Dijlehof), KULeuven (University), KBC (Banking & Insurance), Educational Communities (Schools), Donaldson, Commscope & UZLeuven (Hospitals) along with several other building owners, started a collaborative partnership under the umbrella of LKN2030, called ‘Building Block 8|10: Energy Efficiency, Collective Renovation and Production of Renewable Energy in the non-residential sector’. This partnership represents over 50% of all building space in the geography of Leuven.
Role and Achievements
From 2015 onwards, Energinvest assisted the Leuven KlimaatNeutraal program unit and the public and private building owners (Top 11 buildings owners) with the facilitation of an energy efficiency program aimed at investing 18 Million € in building retrofits. This included the definition of the scope of the program, the Program Delivery Unit (PDU) enforcement, in this case LNK2030, the contractual relationships with the beneficiaries (Top 11 buildings owners), the finance structuring of the program as well as the facilitation of the program execution. Energinvest also assist LNK2030 in the application for subsidies for technical assistance, worth 1,25 Million €, through the ELENA program of the European Investment Bank.
